A Concentrated Inspection Campaign (CIC) will be held by various regional Port State Control (PSC) regimes for three months, commencing 1 September and ending 30 November, 2016.

The CIC topics in each PSC regime are shown in the table below, with the Caribbean and Paris MoU’s campaigns being the most relevant to the superyacht industry.

As seen below, the Caribbean MoU will conduct a CIC on crew familiarisation with enclosed space entry. This means that the PSC in the region will be establishing that crewmember with enclosed space duties have received training to carry out their duties and understand the hazards associated with entry into enclosed spaces.

As stated by the Caribbean MoU, the CIC is designed to ensure that there is compliance with the requirements of the SOLAS, STCW, MLC and ILO Conventions as applicable, ensure that the masters, officers and crew are familiar with relevant equipment and have received training in carrying out their duties, raise safety awareness among the crew serving on board and to ensure that the vessel’s crew identify and understand the hazards associated with entry into enclosed spaces.

The Paris MoU will launch a CIC with the aim of verifying that minimum standards for working and living conditions have been implemented on board as per the Maritime Labour Convention (MLC), 2006. The vessel’s procedures and measures that are in place with respect to the MLC 2006 will be checked in detail for compliance with the requirements.

“Working and living conditions on board have always been a prime area of attention,” stated Secretary General Richard Schiferli. “With the introduction of the MLC enforcement opportunities have greatly improved. Three years after the entry into force, the time is right to focus on the MLC during a concentrated inspection campaign.”

The Paris MoU has stated that Port State Control Officers (PSCOs) will use a list of 12 selected questions to ensure that the required certificates and documentation are present, in particular those related to the crew on board. Additionally there are questions aimed at verification of records of the inspections of the accommodation, food and catering, and whether a safety committee has been established.

When deficiencies are found, actions by the Port State may vary from recording a deficiency and instructing the master to rectify it within a certain period of time, to detaining the ship until serious deficiencies have been rectified. In the case of detention, publication in the monthly detention lists of the Paris MoU websites will take place.
